Hazardous Mitigation Hearing Minutes
Tuesday – September 2, 2008
Present: Selectmen - Chairman, Aaron Kullgren; Selectwoman, Karen Day; Selectman, Jarvis Adams
Administrative Assistant, Debra Davidson taking minutes
Others present: Health Officer, Peter Hopkins, Patty Gibbons, a member from the press, Dave Eisenstadter.
The meeting opened at 6:16 pm with Kullgren asking the Administrative Assistance where the meeting had been posted, she responded in the local newspaper, at the post office, on the website and in the town office.
Kullgren discussed a letter the Town received indicating the hearing for this matter is mandated by the Federal and State government, this will allow the Town of Greenfield to continue receiving grant funds. A hazmit plan has been developed. Deb will provide the post office with a copy. This document will also be put on the website for the public to review.
Code Enforcement Officer, Peter Hopkins was present to answer any questions. Peter was instrumental in the development of the document. Hopkins explained the adoption of this plan would allow for the continuance of FEMA funding in the event of natural disaster. A new emergency plan is being worked on. Emergency personnel, particularly looking at roads that are in need of repair, should use this new plan. The committee that sat together to write the Hazardous Mitigation Plan was the road agent, police chief, fire chief, emergency management director and two residents, as well as members from South West Regional Planning Commission. The document was funded through a grant, with support of Town vote, it was a 50/50 funding sponsored by SWRPC, who did an enormous amount of work to see that this report would come to
completion. The document took approximately 6, 2-hour sessions to pull it all together. The goal is to complete the plan and then apply for an emergency generator for the town office building, this would make the town office would be the emergency contact center in the future. The document was also created to be utilized as a tool to keep the town in compliance with Federal and State laws.
Post Master, Patty Gibbons asked if they expect any of the public business’ to be involved. Patty had discussed the anthrax scare in the past, and that at the time she had no idea where the control center was and/or who to contact.
Hopkins answered by stating that yes, he hoped to have business involvement for several reasons. Hopkins gave examples of how involved he would like to get businesses.
While in the hearing, Hopkins stated he wanted to discuss budgeting funds in the future for such emergencies and to emergency purchase supplies. He stated approximately $1,000.00 – to be used in the event of an emergency and if not used, it could be used to build up supplies.
With no further business, Kullgren motioned to close the public hearing. Seconded by Day & Adams. There was no further discussion. Kullgren thanked Ms. Gibbons & Mr. Hopkins for coming to this hearing.
Kullgren read the acceptance resolution.
With no further discussion. The resolution is hereby accepted and the hazardous mitigation plan is accepted as written. Voted: 3-0
The Resolution, Public Notice and minutes will be sent to SWRPC.
The public hearing adjourned at 6:30 pm.
